Moscow Time

Russia is a vast country spanning 11 time zones from GMT+2 to GMT+12.

MOSCOW, March 28 2004 (Itar-Tass) - Russia changed over to Daylight Saving Time (DST) at 02:00 am local time March 28 2004.

The changeover began with the country's easternmost territory of Chukotka and moved westwards to Kaliningrad on the Baltic Sea through eleven time zones.

The DST was first introduced in the former USSR in 1981, and most of the former Soviet Republics, except Turkmenistan, Uzbekistan and Tajikistan, maintain the practice to this day, says Albert Demichev, an official at the department for metrology at the State Committee for Standards.

Authorities in those three Central Asian countries say their southern position and climatic conditions make the DST unnecessary. Also, there are considerations of a religious nature as regards time, Demichev says.

The only place in Russia, where time adjustments are never made is the Mission Control Centre outside Moscow. According to its deputy chief, Viktor Blagov, the changeover would entail the adjustment of all computers. That may bring about major fails in the work of the computer centre, and as a result may be dangerous for the cosmonauts working in orbit.

Britain was the first nation to adopt daylight saving schemes in 1908.  Some people believe the pragmatically minded British did it to make economy on candles.

MOSCOW, MARCH 25 2004. /RIA NOVOSTI / -- Russia will switch to summer time at 2 a.m. (local time) March 28 2004 (Sunday). Summer time will be in effect till October 26, 2004.  (??? - We assume 31 October 2004 - see remainder of text - Ed)

The hands of clocks country-wide will be put one hour forward.

Summer time was introduced in Russia in 1981.

The switchover to summer time in Europe in agreed-upon dates (from the last Sunday of March to the last Sunday of October) was recommended by UN European Economic Commission. All countries of Europe and the Commonwealth of Independent States through which large passenger-cargo flows pass have supported this recommendation.

In the opinion of scientists, the difference between the "usual" and "new" time is harmless.

Russia has adopted the summer time for a better use of the light time of the day and the saving of energy resources. It has been coordinated with countries of Europe and the CIS to synchronise work of means of transport and communication.
